Memorial Banner Program

The Township of Red Rock is proud to offer an ongoing Memorial Banner Program, giving community members the opportunity to honour local veterans or family members who have served in the Canadian Armed Forces. Through this active initiative, memorial banners are created featuring a photo of the veteran, along with any additional information the family wishes to provide. This may include details such as the branch of service, war or conflict in which they served, battalion, dates, and the name of the sponsoring family. Sample banner designs are available for reference and can be modified to reflect the sponsor’s preferences.

Display Period

Banners will be proudly displayed each year from mid-October through the week following Remembrance Day in November. They are mounted to the light standards along Salls Street and White Blvd.

Cost
  • $250 per banner – includes production, shipping, partial administrative expenses, first-year installation, and a donation to the local Legion.
  • An additional $25 applies if the sponsor wishes to include two individuals on a single banner.
  • A maximum of two images per banner is allowed.
Design Process

Sponsors are asked to provide a high-resolution image (300dpi or higher if scanned, or a clear smartphone photo). A graphic designer from the Memorial Banner Program team will work closely with sponsors to finalize the banner layout and ensure satisfaction with the final product.

 

The Township of Red Rock will coordinate the annual installation and removal of banners as part of its ongoing commitment to honoring veterans in the community.

PAST PROJECTS:

Community Interpretation Plan
The Township of Red Rock engaged the services of plural, based out of Fergus, Ontario, through a competitive bidding process, for the development of a Community Interpretation Plan. This plan assessed current logos, crests, and other graphics used by the municipality in its interpretative, wayfinding, and marketing signage, advertising initiatives, and correspondence.

Through this project, the consultants made recommendations and worked with the Township of Red Rock project team to develop a modern and accessible logo with graphic standards for various uses. This logo was then used as the basis for future interpretation panels, wayfinding and marketing signage, advertising, and correspondence.

The Community Interpretation Plan included the design of key interpretation components for various projects, along with recommendations and considerations for the development of future, more complex projects—such as color palettes and templates. These projects included, but were not limited to:

  • Updated Marina Interpretation Centre exhibits and panels (or future exhibits)
  • Interactive playground interpretation panels
  • Trailhead signage and viewpoint interpretation panels on hiking trails
  • Historical walking tour panels
  • Community wayfinding within the municipality
  • Highway signage
  • Advertising and publication templates

Relevant sections of the completed plan have been implemented on a project-by-project basis as funding has become available.

This project was funded through the support of the Parks Canada – Lake Superior National Marine Conservation Area, and Destination Northern Ontario.

Active Transportation Plan
The Township of Red Rock hired R.J. Burnside & Associates to conduct an assessment of pedestrian and non-motorized vehicle infrastructure within the community. Following the assessment, the consultant used the findings to make recommendations for improvements to existing infrastructure and identified opportunities for the construction of additional single and multi-use paths, bike lanes, improved lighting, and wayfinding.

This project aimed to meet the needs of residents and visitors while taking into account population demographics, user groups, community events, and future developments.

The project was undertaken to assess current infrastructure and identify community needs in preparation for a capital project application focused on improving and encouraging active transportation. Several areas within the community were identified as having aging sidewalks in poor condition, unsuitable for individuals with accessibility needs or young children riding bikes or rollerblading. As a result, many residents had been using roadways instead of sidewalks. With a growing population of seniors and young families, it became increasingly important to ensure that residents and visitors felt safe walking throughout the community, with surfaces that were smooth, obstacle-free, well-lit, and separated from motorized traffic.

This planning and design initiative identified priority areas where pathways needed to be established, improved, or replaced. The goal was to enhance access to safe, active transportation routes while building awareness and encouraging non-motorized modes of transportation throughout the Township.

Project Outcomes included:
  • A complete inventory and assessment of existing non-motorized pathways and infrastructure, including location and condition;
  • Community consultations to gather input on infrastructure needs and ideas for improvements;
  • Recommendations for upgrades to current infrastructure and potential expansions for multi-use, pedestrian, and bicycle paths;
  • An action plan to raise awareness of active transportation benefits and connect those efforts to the design and recommendations produced through the project;
  • A detailed implementation plan for improving active transportation infrastructure, to be carried forward through future engineering and capital works.

The entire community—including vulnerable populations—benefited from this planning and design effort. Residents were engaged throughout the process, ensuring the final recommendations reflected a wide range of local needs and encouraged community ownership of the project outcomes.

Once Implemented, the Recommendations Support
  • Improved accessibility for individuals using mobility devices by providing even, obstacle-free surfaces and wide, connected pathways;
  • Enhanced safety for families, with pathways suited for children using bikes, strollers, or rollerblades, connecting key locations such as parks, schools, and businesses;
  • Economic development benefits for local businesses by connecting high-traffic areas like the waterfront, marina, recreation centre, and downtown core;
  • Health and wellness improvements through enhanced infrastructure for walkers, runners, and cyclists, encouraging more residents to choose active transportation.

GHG Reduction Pathway Feasibility Study
The Township of Red Rock in the Thunder Bay District, through the support of FCM’s Green Municipal Fund, received funding for a Greenhouse Gas Reduction Pathway Feasibility Study. The study included the technical and financial feasibility of implementing deep greenhouse gas emissions reductions for six community buildings – the Marina Interpretive Centre, the Municipal Office/Library, the Public Works Building/Firehall, the Recreation Centre, Water Pollution Control Plant, and Water Treatment Plant.

 

The study provides a GHG reduction pathway that will reduce emissions by at least 50% within 10 years and at least 80% within 20 years to align with federal and provincial goals. Additionally, the study explored a short-term deep retrofit scenario which outlines a plan to reduce GHG emissions by 80% over a 5-year timeline. The project team also prepared an energy audit (Level 2/3), building condition assessment (BCA), and an electric vehicle (EV) assessment for each of the buildings included in the study. The data collected as part of this study was also used to update the Township of Red Rock Energy Conservation and Demand Management Plan.
