The Clerk and Deputy Clerk are appointed Commissioners for Taking Affidavits. The Municipal Office provides municipal document certification services and services of a Commissioner of Oaths. Residents should schedule appointments to attend and have documents commissioned. Phone: 807-886-2245

What Is a Commissioner of Oaths?

A Commissioner of Oaths is a person authorized by the Province of Ontario to take an oath when you sign an affidavit or statutory declaration. They are given this authority by the Commissioners for Taking Affidavits Act. The Commissioner is not responsible for the content of the affidavit, as it is the applicant who is swearing that the information is correct.

Services Provided

The Commissioner of Oaths may sign affidavits and statutory declarations related, but not limited to the following:

  • Consent to Travel
  • Declaration regarding residency (with accompanying documents)
  • Vehicle transfers
  • Change of proof of vehicle ownership
  • Insurance claims
  • Pension plan documents
  • Statutory declarations on government-related forms

Note: It is at the exclusive discretion of the Commissioner whether or not they choose to sign the document. A Commissioner of Oaths is not a Notary Public and cannot notarize documents.

Fees

The fee for Commissioning of documents is $10.00 per document, $5.00 per additional page as outlined in the User Fee By-law.

Services Not Provided

  • Notarial certificates, certified true copies, or documents specifically requesting a notary public
  • Document authentication — for this service visit the Government of Canada’s website
  • Court documents, family law, estates, or real estate matters (these require a lawyer)
  • Legal advice regarding documents being sworn

Before Having Your Document Commissioned

  • Document must be in English
  • Provide one original piece of government-issued photo ID (Health Card not accepted)
  • You must be at least 18 years old (under 18 requires notation on the document)
  • If a witness is required, they must know you and cannot be a spouse, child, or relative

Process

  • Read the document fully before your appointment
  • Bring all original and supporting documents
  • Do not sign the document in advance — it must be signed in the presence of the Commissioner

Special Cases

Pension Documents: A Commissioner can verify “Proof of Life” forms for pensions if documents are in English.

Passport Applications: A Commissioner may administer oaths for sworn statements, but cannot act as a guarantor or certify true copies.

Right to Refuse Service

  • Where there is a possibility of being required to testify in court
  • Where the individual does not understand the document being sworn
